Windows 11 will be released in November or December
When Microsoft says that Windows 11 is scheduled to be released “by the holidays”, they probably mean sometime in December.
The American term “holidays” marks a period of time between the day of thanksgiving on November 25 and New Year.
At the time of writing, there is no specific date confirmed by Microsoft.

Once Windows 11 is released, you can update your existing Windows 10 installation via Windows Update as usual.
However, you must have compatible hardware in your computer, be logged in to a Microsoft account, and have a valid Windows 10 license.
If you want to know if your computer is ready for Windows 11 or not, you can use the Computer Health Check app. It is a free tool from Microsoft that scans your computer for problems that may prevent the update, such as not running the latest version of Windows 10.
